The London Learning Skills Council commissioned this London-Wide Review of provision for learners with learning difficulties and/or disabilities to inform the development of the its regional strategy Learning for Living and Working in London.  It is hoped findings will also be of value to partner agencies, providers, practitioners and learners themselves.

The facts presented and views expressed in this review are, however, those of the authors and not necessarily those of the Learning Skills Council.

The London-Wide Review of provision for learners with learning difficulties and/or disabilities resulted in two reports:

1. Findings and recommendations for data analysis: The analysis and commentaries in this report are based on data and information provided by LSC and its partner services.  The report presents data and analysis by borough where possible, as well as by sub-region and regionally.  Where relevant, recommendations are given to assist strategic planning for the whole of London.

2. Findings and recommendations from qualitative surveys: In the second report, commentaries and recommendations are drawn from fieldwork, practitioner and provider seminars, and most importantly, learner focus groups.  The report includes examples of innovative practices identified during the field work, and also identifies ten regional priorities.

The two reports should be read in conjunction with each other.  Both are intended as strategic planning tools for the LSC, its partner services, and for providers.
